In 2004 The State Construction Committee approved SNiP52-01-2003 (Concrete and steel-concrete structures). In 2002 JSC in cooperation with The State Unitary Enterprise Scientific and research institute NIIZHB normative documentation RTM-17-01-2002 (GUIDELINE TECHNICAL INSTRUCTIONS) for design and practical use of steel-fibre concrete structures was elaborated and approved by The State Construction Committee of Russia.

RTMÌ – 17 – 01 – 2002 applies to engineering of steel-fibre concrete elements, structures, building and constructions both newly constructed and reconstructed, as well as to production of commodity steel-fibre concrete mix, built-up, composite and cast steel-fibre concrete structures.

In accordance with VNP 001-95*, Bank of Russia “Buildings of general territorial administrations of national banks and cash departments of The Central Bank of the Russian Federation” construction structures (walls, flooring, ceiling) of protected facilities should be carried out as break-in resistant barriers made of steel-fibre concrete with supplementary double-net bar reinforcement (combined reinforcement).

In 1997 central scientific-research design institute of industrial buildings and structures (Doctors of Science F.N. Rabinovich, L.L. Lemish) in cooperation with NIIZHB (Doctor of Science I.V. Volkov) under supervision of the first Deputy of The Central Bank of Russia A.V. Voilukov elaborated departmental code (VSP 103-97) “Steel-fibre concrete barriers of protected facilities of The Central Bank of the Russian Federation. Rules of production, quality control and acceptance”.
